Blur And Wave Stationary

This tutorial assumes a basic knowledge of Paint Shop Pro.  I believe the skill level to be at the “Advanced” Intermediate Level.  Knowledge of PSP tools and Letter Creator is required.  Just be sure to read every step carefully and always pay special attention to what layer you are working on.


  • Tools Needed:
  • PSP ( Paint Shop Pro ) - I used 9 but you should be able to use other versions
  • Graphic of choice, or a Misted Tube ( Preferably one taller then wide ).
  • A Mask if your using a Graphic
  • No Outside Plug-In's or Filters needed.....Yay!
Let's Begin....
1.  Open your graphic in PSP, duplicate once (shift D) and close original. Resize to height of 350, let width adjust itself. With your dropper tool, choose a light color from your tube and set as your background. 
2.  Edit, copy. Minimize for now.  Open your mask and minimize it for now.
3.  Open a new transparent image 1200 x 350.
4.  Selections - select all
5.  Edit/paste into selection
6.  Selections/select none.
Note:  If you are using a tube.  Follow these steps.....if not just move on to step 7.
Layers - new raster layer. 
Flood fill with your chosen color.
Arrange/send to bottom
7. Merge all flatten.
8. Effects/image effects/seamless tile at default.
9. Adjust/Blur/Blur Average ( with these settings)
10.  Effects/Distortion Effects/Wave  ( with these settings)
11. Adjust/blur/radial blur  ( with these settings)
12.  Effects/Image effects/seamless tile at default
13.  Layers - New Raster Layer.
14.  Flood Fill it with your chosen  background color.
15.  In your layer palette.....Lower the opacity to a level of your liking.
16.  Minimize this image for now and maximize your original graphic or tube.
17.  Layers/New Mask Layer/From Image
        Scroll Down and find your mask and click OK
18.  Layers/Merge/Merge Group
19.  Edit/Copy your merged graphic. You can close this now.
20.  Maximize your background.  Edit/paste as new layer.  With your mover tool, move to the far left.
21.  Layer/new raster layer/ apply watermark
22.  Merge all flatten.
23.  Save as JPEG
24.  Assemble in Letter Creator.
