This tut is intended for those that have a working knowledge of PSP...

 
Things Needed For This Tutorial
  • Paint Shop Pro (This is done using 9), but should be able to be done in newer versions.
  • Animation Shop....Optional
  • A tube of your choice,I am using Eugene Rzhevskii, which you can purchase here,do not use unless you have a license to do so.
  • Plugins....Eye Candy 5/Impact...VM Natural... Sparkle....You can find it Here
  • Scrap kit "Twilight" by Missy of Scraps With Attitude ...This is a PTU kit that can be purchased Here.
  • Mask of your choice....
Please Note..All Settings remain the same unless otherwise noted.
Let's Get Started!!!
New canvas 600 x 600 , we'll crop later...
Flood Fill it with white....
Copy & paste paper of your choice.  Apply your mask and Merge Group.
Copy & paste "Glitter Hearts"...Resize at 60%, Smart Size...Resize all layers unchecked.
Copy & paste "Chainlink Fence"...Resize at 50%, Smart Size...Resize all layers unchecked.
Place Hearts and the Fence where you like them.  Then add drop shadow of your choice.  Then Merge all Flatten and duplicate this layer 2 times...So that you have 3 layers.
On first layer, Apply the Sparkle plug-in.  Only  change "Max Size" to 20.
Hide and on second layer, Apply the Sparkle plug-in.  Only  change "Max Size" to 25.
Hide and on bottom layer, Apply the Sparkle plug-in.  Only  change "Max Size" to 30.
Make top layer active...you can unhide layers (if you like).
Copy & paste your tube, place where you like.  Add dropshadow of choice.
Copy & paste the "Book Frame"...Resize at 50%, Smart Size...Resize all layers unchecked.
Rotate to the left at 5 degrees.  Sharpen if needed.  Pleace it how you like and add a dropshadow of choice.
Copy & paste your tube, place it under the book frame, postion and crop off any extra sticking out under frame.
Copy & paste "Winged Button"...Resize at 30%, Smart Size...Resize all layers unchecked.
Rotate to the right at 10 degrees.  Sharpen if needed.  Pleace it how you like and add a dropshadow of choice.
Copy & paste "Feather 2"...Resize at 30%, Smart Size...Resize all layers unchecked.
Image/Flip...Rotate to the left at 50 degrees.  Sharpen if needed.  Pleace it how you like and add a dropshadow of choice.
Copy & paste "Bead String1"...Resize at 70%, Smart Size...Resize all layers unchecked.
Rotate to the left at 10 degrees.  Sharpen if needed.  Pleace it how you like and add a dropshadow of choice.
Copy & paste "Words1"...Resize at 35%, Smart Size...Resize all layers unchecked.
Sharpen if needed.  Pleace it how you like and add a dropshadow of choice.
Add the proper copyright info....add you name.  Crop off any white you do not want around your tag.
Now if you do not wish to animate your tag....you are done.  To save your image go to File/Export and export the JPEG Optimizer and Optimize at anywhere between 15 and 20 or whichever setting you prefer :)

But, if you would like to animate your tag like I did above.  Follow these next few steps.

So open Animation shop. The easiest way to open it is while in PSP click on File > Jasc Software Products > Launch Animation Shop. There are different ways to get your images into Animation Shop, and if there is one you prefer, then go right ahead. Or you can follow this way.

Layers/Merge/Merge Visible...Edit/Copy.  In Animation shop...Edit/Paste as new animation.

Back to PSP...Edit/Undo...Hide the first layer with the sparkle effect.  Layers/Merge/Merge Visible...Edit/Copy.  Back to AS...Edit/Paste after current frame.

Back to PSP...Edit/Undo...Hide the second layer with the sparkle effect.  Layers/Merge/Merge Visible...Edit/Copy.  Back to AS...Edit/Paste after current frame.

Once you have all 3 layers into Animation Shop.

Select all of the frames (CTRL + A) then press ALT + ENTER.  Type in the speed you want or leave it at 10.  It will change the speed for all of the frames.

Save .....and we are done.

That's it...Your all done.  If you are using it for a Tag you may want to resize....I like to use 65%.  Now if you are using it for a header, no need to resize.
To save your image go to File/Export and export the JPEG Optimizer and Optimize at anywhere between 15 and 20 or whichever setting you prefer :)
